With regard to your telegram of the 7th October

the Black List supplied by the Consul-General at Canton

to H.M's Minister includes the name of Kahl who acts for

Siemsseng. The cassia in question was shipped in the name

of a Chinese and it was held to be very doubtful whether

a Trading with the Enemy or a Prize Court case could be sustained against Kahl. Accordingly the cassia was sent

back to Canton.
